Forming an Alliance

How do i get another civilization to ally with me?? Besides researching the required techs, how do i improve the relationship to 'close' so that i can form an alliance??

It helps to have the same morality. Good aliens tend to like you when you are good. With evil it's different. They tend to hate you when you are inferior (military and economically).

Give them gifts (technologies or money or ships (but not your old crappy ones)) every four of five turns.

Mony over a period of time and technologies work the best for me. The AI seems to have a love for things like Alliances, Drones, and ship techs. I use bribes of 20bc over 50 months. That helps. If you are near the game and trying to wrap up an allaince victory, use large number to really move the relationship.

The most it will move up is two levels at a time. Neutral to friendly or warm to close. If you bribe the alien and he says "ah, more presents please" no matter what you give him he is not going to move. You can bribe every 3 turns so wait 3 turns and try again.
