I don't wont to write a complete beginners guide here but unfortunately the links I got are broken

Thus I will try to give some hints.

I try to get a good start, which is a PQ 20 Earth in the middle of the galaxy.

I) 1st thing to do is to go to the economy screen.

You need to know about the relation of tax rates and moral (i.e. approval). For the first years adjust the tax slider in the way that your moral stays at 100%. This doubles your population growth rate. Later it can fall down to 54% per planet since there is a population growth cap per planet which is 200 per turn. (I try to keep all planets on similar approval levels, i.e. later on I build moral enhancers on the planets with the lowest moral.)

Raise your overall spending slider to 100%. You have 1000 bc starting cash. Use it! Once it is exhausted lower your spending rate to stay out of debt.

Raise military spending to 100% (i.e. social and technology to 0%). The first things you need are ships. Colony ships and scouts. Try to get as many planets with PQ 15 or higher in the colony rush. Don't buy anything because it is very expensive.

II) Now it gets more complicated. You need to know what to build and what to research. JavaScout's Galactic Civilizations Database is very good to get information about technologies and projects: http://webpages.charter.net/trevorpowdrell/index.htm Link

In the first years focus on one goal via the spending sliders. i.e. 100% social building until all planets got Soil Enhancement, 100% military building until you got constructors for all free galactic resources etc.

You need Universal Translator first to be able to go to the diplomacy screen. The Diplomacy tech is the next very important goal. Changing the government really gives your economy a boost. Additionally it gives a diplomacy boost.

Try to research techs the AIs don't have and trade them for other techs. I make a list of all techs of all AIs and trade for the techs which only one AI has first. (I do that three or four times in a game.) Then I can trade this tech to the others etc. This way I can get many techs for one.

Don't build everything. Some buildings are not worth building them because the maintenance costs are too high (i.e. Virtual Reality Centers but also Multimedia Centers and e.g. I never build planetary defenses and rarely shipyards). You waste the money when you don't build something on a planet. But this is still better than building something which leads to additional maintenance costs. In the military area you can always build constructors to build or enhance starbases.

A typical build list (i.e. use your governor to create them) starts with:
Soil Enhancement
Habitat Improvement
Banking Center
Research Lab
...

Make you best two or three planets building factories, i.e. build manufacturing facilities like
Fusion Power Plant
Manufacturing Center
Manufacturing Capital (I usually build it on Earth)
Anti-matter Power Plant

This way you can build Achievements, Wonders and Trade Goods on them in a reasonable number of turns.

Don't build manufacturing facilities on other planets unless they are far behind in the building list.
