Are minor civs AI always set to normal?

Since I'm new to this game, I always set the major civs to a fairly low intelligence. However, it seems that the minor civs leave us in the dust, colonizing big sections of the galaxy, developing massive amounts of influence, and although I've only played a few games, I've seen minor civs building enough ships to give them military ratings of 300, 500, and one time even 800!

Does anyone have any suggestions on how I can deal with them? It's really inconvient to conquer "around" them. I've thought about allying with ones that get really powerful, but I'm concerned they'll accumulate enough influence to start making my systems change sides.

In response to your first question....i have no idea(i'm fair new to the game myself).

However, in response to your second question.... I recall seeing an option while setting up a new game to disable minor civs on start , which if i understand it correctly will have the new galaxy created with just major civs, and the minor civs will only appear as rare random events.
this should in turn allow you to build up a nice big empire and take the good systems so that you can handle the minor civs before the minor civs take to the stars (if you even get one of the random events that make them appear)

I think that minor civ AI are always set to normal. Only the setting of the major AIs can be changed.

See the minor AIs as a training ground against major AI. If you are able to deal with them and be the leader of the Galaxy, that means that you have understand some impportant games mechanisms that will allow you fight against moore intelligent major AI, since they know how to play the game and you are learning.

Well, minors civ that appear late are generally very weak since they have only 1 planet and must build everything. Only exception to this are minors that take over existing planet, as the Fundamentalist, the I-League or split faction from existing empire.

The disabling of strating minor civ is only available on AP, since having 7 majors AI with you on a map with rare planets means a really overcrowded galaxy, especially on small and tiny.
