Okay, These are the two problems I've been having recently with my game.
1. It seems that no matter how much I 'buddy' with another race, I don't get the option to form an Alliance. And yes we both have the Alliance tech, and we are 'friendly' with each. Been friendly for some time. I've given them all my tech for free, and tens of thousands of BCs but still no Alliance option.

2. The game won't let me choos to have less than 3 rivals in any given game. I can choose more, but it won't let me disable a race when only three are selected.

The only mods I am using are:
Cultural Capital
Religious Capital
Megatrons Event File.

Any and all help would be much appreciated.

Okay, I don't have the problem with the number of races anymore...

You can't form an alliance at "Friendly" level. You have to be "Close", which is the next step up. Once you reach that with another race, you can form the alliance.
