Description:
The Mutarra Wave is a powerful (PQ +15) terraforming device. Early tests were disastrous, but the device is now mostly stable, with some deleterious side effects to agriculture (Pop Growth -10). The Wave competes with starships for critical alloys (Defense & HP -45). The developers will share their technology in return for government control.
