Installation is the same as for any political party mod. The .party file goes in the data folder, the two pictures go in gfx/PolPartyLogos. This zip file should put them there automatically if you extract to the mods folder.

In the .party file there's a line that says "ID 11". You will probably have to change that to some other number. It should be 8+(number of mod parties you already have installed). GalCiv gets very confused if two parties share the same ID, and if there are gaps in the IDs then it leaves empty spaces on the voting screen.

The Smugglers are firm believers in free trade, and they don't let pesky things like laws get in their way when they practice it (+1 trade route). This doesn't win them any friends in foreign governments (-20 Diplomacy), but they do form certain... other connections (+30 Espionage).

When the Smugglers are in power:
+1 Trade Route
+30 Espionage
-20 Diplomacy (penalty)

When the Smugglers are not in power:
-1 Trade Route
-10 Trade
(Diplomacy penalty dissapears)
