| Does anyone know how this is calculated because we have much more than half their score? |

One of the great mysteries of the Meta, to be sure. I am no math wiz, but I'll try to tackle it with simple observation. Stardock people with the exact formula or folks with a good feel for stats are more than welcome to disclose the secret or crack the code.
Score alone doesn't do it. Neither does number of members. Nor number of battles. My best guess is that it is a combination of longevity (how long one has been on the chart in a certain position) and number of games submitted with average game scores factored in over a certain time frame (probably a long time frame, over several weeks).
Spec forces do own a lot of territory, even though they are new arrivals. They have several active, high scoring members. This lends credence to the rapid game submissions with a high average score theory, especially with their small membership and small battle count compared to most of the top guns. Also of interest is the Jedi/MWC battle. Both empires are similar in size and number of battles. The MWC also has more "hang time" on the higher end of the top 10 than the Jedi, yet there is a 16% Jedi and 12% MWC ratio on the map. The best explanation I can come up with is that the Jedi got two very active MWC players in the last bout of empire unrest, so this overall increase in activity amongst the Jedi once again favors rapid submission of high scoring games as a predominant factor.
A contrast on the other side of the board, the longevity aspect, is the Canadians having less real estate on the map than GROSS, despite having a huge advantage in members, a hefty battle lead, and a higher empire score. The thing there I look at is that until very recently, GROSS had been in the top spots for months. The Canadians did briefly spike to number one some months ago, but have been more at home in the middle spots of the top 10 over the months. This seems to imply a longevity bonus for staying in a high spot for a long time. The time frame for these factors is obviously long, at least a month, so the longevity bonus (if it exists) would wear off slowly.
A hybrid of the two aspects of longevity and rapid high scores is found with the Euros. They indeed have a huge empire, double the score of the Canadians, battle numbers right at the top with other high battle empires, and are definitely used to dwelling higher up in the top 10. But they also have become a lot more active lately. Neither aspect alone could totally explain their position.
So, the results of all this rampant speculation and wasted bandwidth is that there seems to be a longevity aspect on the map, but rapid, high scoring submissions mean more in the end and the time frame for measuring both is pretty long.

Harlekinnn >>> its nice that you chose our empire, however, all members of Evil Empire must have an overall morality of ether "chaotic evil" or "pure evil". Since you have no morality, you have one week as of right now to get an "evil" morality.
if you are unsure of morality, you dont get one till you submit a game. if you play your games "Evil", then you will be givin an evil rating, -the same thing happens when you play your games "good".
you can view Evil Empire's rules here: Link
