As far as I know you can just rename the files to .EVENT and they'll work.
As for .pcx images, I'm guessing you don't have an image viewer / editor capable of doing this.
Having not made any images for Galciv this may or may not work but as far as I know the .pcx
need to be 640x360 in size and 8 bit.
If your images are already 8 bit, then the freeware program slowview should be able to save it off for you. Just note it'll save the file off at its current color depth so before converting make sure the file is 8bit.

darn message edit cut off the rest of my answer.... anyway I mentioned the Gimp image editor, it may be useful and supports .pcx files. It's best compared to photoshop, not as powerful be handy for the price... free.
