Is there a way to change the ammount of cash available, to all races, at the start of a game?

if you don't care about score, just enable cheat keys in options, hit ctrl-M, then give cash away to races as you need to. not sure if there is a cheat to meet and greet all races, but you can fake it by teleporting (ctrl-T) a ship all over the place.
