Can someone tell me where I can learn to make a mod for GalCiv.

Somewhere in the galciv writer thread is a link to the galciv writer program Hawaii5-0 wrote.In it,it has the instructions for modding.
Also some of the links on gc mods page Boogie has taken time to write some pretty detailed instructions about how it all works.

Once you start and have questions you can post them here and someone will help you get the initial phase of understanding the different parameters used and what they mean.
