What file format and size do you need for your governor images? I've got one or two jpegs that might be useable, but I'm not sure they're large enough for your purposes.

Correct, but that's the final size the game needs. To create the images, the bigger the source image the better. Anything under 500px (width or height) gets difficult - especially if the part that will be cut out to make the governor is not very big.
It also depends on the overall quality of the image; if it's a jpeg with high compression, it has to be very big so that when you scale it down, most of the interferences disappear. If you've got an image, just mail it, and I'll see if I can make a governor of it:

I haven't looked into that yet, but you're right - it's been bugging me too, so I guess I'll try to fix that
As it is an animation, maybe it is editable with the Galciv Graphic Editing Suite from Dark Rain - I'll tell you if I find anything.

Which raises the question, why the cheesy animation that looks like a TV with bad interference? Is that something that can be changed?

I had a look last night, and found out how to change the the governor in the little screen 
It was hard to find - I searched through most of the game graphics, and noticed that there's a lot of unused and obsolete stuff in there, including the panel with the small governor screen (took me quite some time to figure that out).
I'll pass on all the details... What I found out is that there's one little image with the face of the governor that is used everywhere, and the animated lines are just an overlay - so you change the face, and you've got a new governor, including animated screen.
The only glitch is that this small ~2 Kb image is withing a ~5 Mb game graphics package I won't be able to put one file for each governor online. I guess I'll make the small images, and put up a little tutorial on how to use them in your copy of GalCiv using the Graphic Editing Suite by Dark Rain (it's fairly easy).

Unfortunately not - I tried to find that animation, but it must be hardwired somewhere, as many things still are. However, the animated lines are rather nice once you remove the additional lines from the governor's face itself - the test image I used looked *way* better than the original one
