Individually, no. Certian combinations could, but it's very unlikely with certified mods.

Thanks, I thought that's what the cert meant; however, I did not anticipate that several mods thrown together might make it go anomalous but it makes perfect sense. If you happened to load 100 certified mods that had maybe 5% PQ increase per mod, individually they would be just fine - all together though and it represents a total of 500% PQ increase. Oops.

I think 40% plus PQ increase empire wide ability will trip an anomalous flag. I'm sure there are some other flags out there too.

Only a 40% BASE increase will trip the anomalous flag   Individual mods (ie anomalies) adding pq to a planet will not cause an anomalous score. The rest i could tell you about but then i would have to shoot you

But the best thing to say is use common sense. Having outrageous PQs will probably send off a warning flag. Having outrageous numbers in ability and money will set of warnings. Just use common sense.
