Can't use some Ship Mods

Ok Chippoka, it does make sense:
- when in pol party, tech, anomaly: + 10 means speed + 1
- when ships, 2 means speed 2.
One must be carefully when setting the different values, since the scale isn't the same depending of the modified file.

Yep. Least I finally nuked it out, as they say.
I have that Star Trek mod, and noticed the regular Star Base has a movement of 2 vice 1. I've yet to figure out how the modder did that!

Background? What do you mean?
Make it transparent? If so, you need a Paint Program, such as Paint Shop Pro 9 (or similar) which can work with *.PNG type files to include setting transparent regions. In Paint Shop Pro it is easy to do this. I normally use black as the back-drop (back-ground); I then tell Paint Shop Pro to set "Transparent" the "Back-Ground" color, which is black (I can use any color I want - and can ask that any color to be set as "Transparent").
Once you "Set" the transparent background, you can import the PNG file into the Sprite Tool program once you have created your 32 frame film strip (with transparent background) - this is a single and narrow (64 to 70 bit tall), but very long PNG picture with 32 shots of your ship in various positions (whatever... I use 24 frames for this - much more if there is animation).
