How do I start my game with only one mod:
Earth with a PQ of 40?

AFAIK the highest starting planet is 20.

Create a party with 100% PQ ability, this would give you a 40.

But keep in mind that the AI can use the party, too.

Furthermore you can't submit games where you reached above 40% PQ.

Any other idea?

There is no certain way to get a start PQ 40 world, unlike you use the mapeditor, build you galaxy/homeworld that way and play.

But why should one want such a start world?

Well, if you're really really really lucky you can start on a PQ 26 Planet.

In one of my games I started on a violet planet with PQ 26. But in all my games this happened only once.

I didn't even know that this can happen. I always thought 20 ist the max you can get.

Yep, had a 26 startworld once too. PQ 26 is the max cap for a start planet, afaik

Alternatively, create a political party... such will give you a big immediate boost.... but it would apply to any planet you settle... making the game somewhat pointless in some regards... of course, an AI may take the same party...
