How do the alignment categories work? All values below 50 are meant that your alignment has to be at least the given value or below for they are evil tendency and all values above 50 are meant that your alignment has to be the given value or above for they are good tendency? Am i correct? Can this switch be used for other things (improvements i. e.) too?

Yes, you are correct. But the only way to use this for an improvement is to create a technology for the improvement...
