Question: You have the ability listed both above "Morale_Bonus 15" and below "AbilityType 9"...won't this cause a 30% increase and not a 15%?

Hmmm... (I do understand the question, by the way)
What you're describing there is actually not sci-fi - it exists right now. Well, for some people, anyway. It's called lucid dreaming. You retain awareness while asleep, for some period of time, wherein you can do anything in any setting you care to imagine. Your environment is whatever you expect/wish it to be, and you can do away with laws of physics entirely. Make things move around by willing them to move. Fly by willing yourself to fly. It's a very thrilling experience. I have them once a month on average.
However, the strange thing is that these experiences may have differing after effects. Either a slightly better mood or a slightly worse mood. Say, +15% on a good day, and -15% on a bad day. It's not a relaible thing. Maybe this is where your sci-fi dream-device can help - to stabilize the experience to make sure it always affects the user in a good way. In that case, I'd go for a +15% bonus. +30% would require something more extraordinary. Perhaps another technology that builds on the technology that you get your tradegood from.

Yes and no. At the colony it was built, there will be a +15% bonus. At all other colonies, and for anyone it's traded to, the bonus will only be +15%. Several Achievements and Wonders already in the game do this.

Ah, so this is something I need to know. If you use the upper variables, it's only for the colony, and the lower variable is for the empire? Is that how I interpret what you said?

That's the way it should work. I don't think any of the TradeGoods try to do this, but Wonders and Achievements do, and that is how those two cases work.
