Here in rough form is the structure for Uplift of semi-sentient animals into fully-sentient partners of the human race:

Evolutionary Uplift (pre: Advanced DNA Research)
-opens up the Uplift research tree.

Uplift of Form (pre: Evolutionary Uplift)
-grants a modest Social Production bonus.

Uplift of Mind (pre: Evolutionary Uplift)
-grants a modest Research bonus.

Uplift of the Whole (pre: Uplift of Mind and Uplift of Form)
-grants a nice bonus to Economy.

Neo-Citizenship (pre: Uplift of the Whole)
-grants a substantial bonus to Population Growth, Social and Military Production, and a Planet Quality bonus.
-Allows construction of the Center for Uplift.

Center for Uplift (Wonder)
-grants a small bonus to the following abilities: Economics, Weapons, Defense, Morale, Population Growth, Research, Trade, Espionage, Soldiering, Loyalty.

The reasoning behind this tech tree is the creation of Neo-sentients: animals literally engineered into sentience. Once such a feat has been acheived, mankind will find some limits eliminated. Dolphin pilots who out-preform the best Torian pilots, Chimpanzee engineers with colossal physical strength to perform repairs, Dogs that can spy on other races, etc. etc.

This tech tree has been inspired by David Brin, author of an incredible series of space opera books titled _Startide Rising_, _Sundiver_, _The Uplift War_, _Infinity's Shore_, _Brightness Reef_, and lastly, _Heaven's Reach_.
