Can you have events effect Civ wide stats?

Name says it. I was thinking about creating an event moddeled after something in an Issac Asimov book. Basicly I want to do something like this:

G: Earth -PQ 50%-90%, Civ +Range(or Speed) +Growth

N: Civ -Range

E: Earth -PQ 10%-20%, Civ -Growth +Social +Military +Research

I can't remeber the name of the book. I read it a long time ago, I think its part of his Robots of Dawn series (Going into a summery of the book so dont read if u dont wana know). Basicly there are 2 groups of Humans. One is made up of the first human colonies. It numericly small but uses robots and genetic engeering. The Second group are later colonists they dont use robots and retain their ties with Earth. The first group wants to do something to Earth that will destroy it slowly to demoralize the other group. The protagonists in the story decide to crank it up a notch and destry Earth in a short span of time because their feelings for Earth are holding back the second group of colonists. Anyone know the name of the book?

The event, as you've laid it out, is not possible.

Colonial events affect the colonized planet. Random events affect the civ. So there's no real way to target Earth, short of disbanding and then recolonizing- and there's no guarantee your event would be triggered.

Second problem is you can only have one effect. So +Range +Growth is out. PopChange is separate from this, though.

Third problem is you can't have a positive effect for a GoodOption, so you can't have just +Range or +Growth. And you can't have a negative effect for an EvilOption, so your Evil won't work either.

So you could do something like this:

RANDOM EVENT:
G: Civ -PQ 50%-90%, PopChange +/- Million (each colony owned by player)

N: Civ -Range, PopChange +/- Million (each colony)

E: Civ +PQ 10%-20% OR Civ +Growth OR +Social OR +Military OR +Research, PopChange +/- Million (each colony)

Unfortunately, the event engine is not as flexible as one might like. Hope this helps.

Aren't the random events just based on the planet?

I never double checked my stats after (mostly because I never bothered to check them at first) but I notice Sol is always given as the random events location.

No, it says Sol but it hits the whole civilization.
