Help with learning more about the internals

So I'm working on some new events and such and was reading through the English.str file, I noticed that there are a number of 'abilities' that don't have any descriptions, can anyone shed some light on what these abilities do? I noticed one of the abilities is crime. I'm thinking it would be interesting if your crime rate went up or down depending on an event... of course that also depends on what crime impacts in the game. I've noticed in at least one event/anomoly/project something bumps your interest rate. With a lot of trial and error this seems to impact the lease numbers, but it's a fairly small bump so I could be wrong there. Anyway, could anyone provide some descriptions for the following abilities:
#20 : Crime
#21 : Cabinet

From what I've read of the Stardockian posts, it would appear that Crime and Cabinet are not currently implemented.
Crime was supposed to affect your standing treasury balance every turn (or year) and represent money lost due to corruption. Then Crime was going to have this effect only when your treasury was above a certain BC value.
I've never heard an explanation for Cabinet.
Interest Rates affects the number of months on the lease. A 10% bonus will drop the amount of months on a lease by 10%. It makes rush-buying less painful. As far as I can tell it doesn't affect the down payment or the payment per month, just how long you are paying.
As always, if I'm wrong on any of this stuff, someone please correct me.

Can an event affect multiple abilities or bonuses? What I've got in mind is something like a Paradise planetary event where if you choose to keep it a 'paradise' the PQ jumps but production goes down to preserve the natural beauty, but if you choose to make it more productive production goes up from all the natural resources harvested, but PQ goes down a bit.

No, unfortunately. That'd be really great, it's something I've wished for myself.
Maybe Stardock will eventually build multiple effects per Event in.
They have mentioned "linked events" for the X-Pack coming this summer. I'm not sure what form "linked events" will take, but it might be possible to chain the events in such a way as to de facto create multiple effects for the same overall event.
Maybe. We'll see. Either way we'll have more to play with and more in this case is always better.
