Can anyone give me a guideline on how to make my own anomalies, events,tech to submit to library?

Yo, I want to learn on how to make the game more fun. And then upload these files to the library.
Can you tell me where to get a "manual/guideline" or something like that?
I know some programming.
And then how am I supposed to use these files from the library in the website? Do I just download it and copy it to the folder requested? And then events such as anomalies will automatically occour?

There is also an editor that I wrote, that allows you to edit every meaningful text file GalCiv uses. Here is a link to my program:

As far as using mods from the Library, most of them have a readme inside that will tell you where to put the file. For most of the text files, this is the Galactic Civilizations \Data directory. The pcx files go into the \GFX directory. UP Issues go into \Data\UP_Issues. Invasion Tactics go into \Data\InvasionTactics.
By placing the files into this directory, they will be automatically loaded by GalCiv the next time you launch it. Be warned that adding certain mods in the middle of the game has erratic results- namely Techs and Improvements. Best to wait until you start a new game to drop those two in.

Btw, is there a tool to administrate mods yet? Or a kind of conflict crusher to make sure ID are continuous or things like that.

No one's built a mod-swapper yet, I believe.
The Writer has a 'Verify' function that will check the data files on your HD for problems. In addition, it will renumber IDs on load to eliminate conflicts. You do need to save the files back down with the changes, however.
