I emailed Steven Youll, a very popular sci-fi artist, about using his work for modding. Sadly, he declined but in a very nice way  I've included the message he sent below, but I thought I'd post it here to prevent him getting spammed/repeat requests. So, sadly, no splash screens with the Paradox series on, but his descision is final as they say.
Dear ,
Thank you for your e-mail regarding the use of my art work for your game. While I appreciate your interest and the fact that you like my art, you must realize that this is how I make my living. I have been approached by other parties interested in using my images for second right usage who are willing to pay. It would not be fair to have some pay for the right and others receive the same right for free. Therefore as much as it is flattering that you would like to use the art I must in good conscience turn you down.
I want to thank you for also being honest and not just "borrow" my art as some others might have done.
