Is there any way to find out what the greatest tech ID is so I can put an some tech mods?

Check out the GalCiv Writer. I will do exactly what you are looking for.

If you mean the highest ID number GalCiv will accept, it's not known yet. I can verify that Tech ID numbers as high as 13200 will work correctly.
If you mean the highest one already in use, then GalCiv Writer would probably be the best place to look.

What I am trying to do is figure out the greatest id number of the techs so I can put in tech mods because, as i understand, people who make the mods will probably have different id numbers due to them downloading some other mods. And I have tried the GalCiv writer but it rquires you to put in the highest id number for techs, trade goods, and a couple of other things. If you don't put these in it will say there is an error.

Those settings should serve as a starting point. There are specific ceilings for trade goods and other things, but not Techs.
What is the error that you are getting?

There can be a max of 50 tradegoods, 100 wonders, 100 achievements, and 200 improvements.
