ok but what would be the chances of this.

Every time there is a united planets meeting that there were 2 votes, one after the other, on different subjects.

The United Planets will probably stay the same for GalCiv 1.

I don't think the 2 votes at a time idea would work.

It seems to me votes are based on the influence a civ accumulates over time. The first vote would use up all the influence and leave the empires voting with 0 influence on the second issue.
