They usually provide you with an explanation as to where they must go (mostly in the data folder). Just dump the (unzipped if needs be) files there and you're set.

Usually just unzip into a temp folder and the events,anomalies go to the data folder and any graphics(pcx) go to the gfx folder.If its a up issue that goes into data/upissues folder.
