Overview:
Galactic Civilizations: Expanded Universe (GCX) is a free expansion pack for Galactic Civilizations players. But just because it's free doesn't mean it's going to go light on features. GCX contains hundreds of new features, tweaks, and content.
The major enhancements are:
The Technology Navigator (built in tech tree navigator)
Way Points and Way Point Manager (manage the galaxy through way points and have your ships automatically travel to them)
Hyperlinked Data System (ability to quickly get context useful information on ships, techs, planets, etc. on various screens)
New ships for good and evil players
Galaxy Star Manager (search for stars, find stars you've explored but haven't colonized yet, see all the stars in the galaxy at once in a list)
New technology tree paths: Weapons, Defense (take the path of upgrading your existing ships)
Enhanced Governors (can now obsolete existing ship designs to clean up list, makes it easier to manage planets)
Lots of new ethical dilemma events
Several new scripted random events such as "A change in philosophy" where the ethical philosophy of a player can change
Tons of various playability tweaks and game balancing changes based on player feedback.
Updated star graphics
Updated Anomaly graphics along with new anomalies
New Galaxy Size: Massive
Cheat Mode
and more!
Now items on the diplomacy screen are hyperlinked. Right-click on one to bring up specialized dialogs with additional information to help you decide what to do.

From your planets, you can now have ships be built, leave orbit, and travel to a designated way point automatically. Set up fronts, staging areas, and more.
The technology navigator will walk someone through the entire tech tree of Galactic Civilizations.
New graphics for stars and anomalies.
New random events.
The star list manager. Now you don't have to remember where that "good star" was.
