I am currently playing a good game of AP, and i am currently try to take over 4 planets on one map square sector. I have 5 starbases completely loaded for culture, i am currently at 100 percent distablization of them, and it hasnt done anything to the morale of the worlds i am trying to take over. the lowest i got one of them was at 54% and they fluctuate from 54 to 100. I even got two of the galactive wonders that give me a boost in my culture. I have embassy and everything else i can built in my worlds. I even own twice as many worlds as as the computer and he doesnt budge. It would of been just as easy to focus on the war machine and munch through his civilization with my computer ally.
So my question is: Did they get rid of cultural take over in Alarian Prophesy?
One trick you may want to use with a stubborn sector that has more than one habitable system is to invade ONE system only. That will often make the difference...especially with all of the other things you have descibed above.

The most important point is to get all of the influence ressources.
Since you can't get them all during the first colonization phase, keep constructurs lurking nearby to grab them when the alien starbase get war victims.
You can force that process by trading AIs into war and gifting capital ships positioned near by the starbase.
When this does not work I trade for them. It costs a lot but it's worth it. I do it when I start my cultural offencive. First I build my own culture starbases in sectors adjacent to AI and then I trade for all remaining starbases with influence ressources (Stick to that sequence to avoid aditional logistic costs).
Very helpfull is to colonize planets with PQ < 15 in the AI sectors or in an adjacent sector.
With these measurements I never had to invade a planet to make it work. But it is still an option.
