Do you earn points if you use mods in a game?

In GC1 you can submit games with mods to the Metaverse when they don't break some "secret rules" (e.g. your civilization ability must not exceed 40% for PQ bonus).

In GC2 you can't use mods for Metaverse games.

I know only the 40% PQ rule. This is the only one I had problems with. When you use mods from the LIBRARY it is the only one you need to watch out.

I know that there are others e.g. you must not have too much money in the first years etc.
