Hi good people!

I really don't get it, what is destabilizing for?? Is it any good?

Page 42 of the manual

Destabilizing is in effect spending money
to make their people unhappy which makes them more inclined to defect to a rival civilization.

I have also found at the more difficult levels that spending money on destabilizing a race that is spiraling down from Neutral to Cool to Wary to Hostile to At War sometimes slows and even reverses this trend and keeps them off your back while you are playing catchup.

yes, I have found that at times it slows down the process of an AI declaring war on me. It also can bring the level back up towards the peaceful ranges.
